In fact, when they have to drive a longer distance to obtain alcohol, they are more likely to decide to drink on the way home. That's how it used to work here when you had to drive all the way to Hall County to buy alcohol. People who want to obtain and consume alcohol will always be able to obtain and consume alcohol. The question is whether we are going to have laws that make it more or less likely they'll be able to do so responsibly. I have heard that one of our city councilmen objected to having a brewpub with growlers in Dahlonega because he "didn't want to think of people drinking them while they were driving around." Sure, like it's completely impossible to open and consume a can or bottle of beer or wine while driving, so selling them is no problem. The ultimate problem here is very similar to the Hobby Lobby question: people in power denying something to others because of their personal beliefs.
